The Council at its meeting on 26 February 2019 approved the plans and preferred tenderer to commence the conversion of this land into a park.
Work will be commencing on 25 March 2019 which will see the contractors, Phase 3 Landscape Construction Pty Ltd undertake:
- Site establishment inclusive of temporary fencing for security
- Bulk earthworks and weed eradication
- Installation of a new irrigation system
- Construction of new paths, garden kerbs and walls
- Installation of new park furniture including seating, drinking fountain, BBQ facilities and bollards
- Installation of new landscaping including turf, garden beds, mulch and trees.
The above works are estimated to take approximately six-weeks to complete.
The works will be undertaken throughout the week Monday - Friday, between the hours of 7am and 5pm.
There will be some minor and temporary inconvenience at times to footpaths and local traffic in and around the site during the works.

Following this stage, the City will be progressing with:
- Installation of a playground. This process will include further community engagement.
- Installation of a piece of public art.
- Park naming and signage.

Council have now considered the community engagement report on St Johns Boulevard at its meeting on 24 July 2018. To read the report, visit the City's website under Council/Agendas, Minutes and Reports for July (2018 TS Reports - TS15.18).
The community engagement activities provided a number of recommendations and the plan presented to the City was subsequently amended from the plan originally developed for the engagement. Please see the document library.
The key findings from the community engagement activities and comments from Administration were:
Concept Plan
- Retain the general design of the park with regards to hydro-zones, eco-zones, playground
location and path network.
- Include
provision of public barbecue (relocated from Beaton Park).
- Basketball hoops: there
are already three basketball hoops within walking distance (Mt Claremont
Community Centre, Grainger Park, Mt Claremont Oval), therefore the request for a
basketball hoop is not supported at this stage.
- Include
a drinking fountain utilising the old cast headworks as an art feature.
- Include
a dog tidy station.
- Use
predominantly native plantings with some deciduous and evergreen species to
provide for winter sunshine and bird sanctuary.
- Include
public artwork within the playground area.
- Playground design: include intergenerational play facilities (this will be a separate engagement process closer to the time of construction)
- The
parking prohibition in Abbey Gardens is “No Parking”, therefore the painted
yellow line does not apply as this for “No Standing”.
Park Name
The most supported park names were Abbey Park
(adjacent to Abbey Gardens) and Montgomery Park (adjacent to Montgomery House). Administration subsequently supported Abbey Park.

Thank you to everyone who participated in this project. The City has completed an assessment of the feedback. The draft Enviro-scape Master Plan is being updated as a result of feedback and a report is currently being prepared for Council for its Committee meeting scheduled for 10 July and Council on 24 July.

This engagement project is closing soon and the City wants to hear your thoughts on the proposal. The ideas section has now closed and everyone is invited to vote for them.
Don't forget the naming of the park. The City has received the following nominations and your votes are invited for your preference.
- Abbey Park
- Graylands Park
- Montgomery Hall Park
- Montgomery Park
When thinking about your preference and to move forward, the City will need to make a submission to the State Government (Landcorp) in accordance with their policy. Please refer to FAQs to find out what is required when proposing a name for a park.

Thank you to everyone who participated in the onsite information session on Tuesday, 15 May. There approximately 30 people attended from all age groups.
There was discussion around the areas of the playground and facilities for older children (basketball hoop and suitable play equipment), planting of trees and shrubs, shade provision and seating, dog facilities and other items such as drinking fountains, barbecue and gazebo.
Suggested names were:
- Abbey Park
- Montgomery Park
- Graylands Park
- Montgomery Hall
- A name to reflect indigenous history – Noongar people, Whadjuk.
To name a park, the City must comply with the State Governments policy for naming parks and reserves. This document can be found on the
Landgate website or by visiting the
document library on this page.
Interpretative signage was also suggested as part of the naming and the history of the park.
In relation to the issues raised, these have been included on the
proposed plan. The City has also assessed the feedback and provided a
response. Both documents are available in the
document library.
