    The construction of the Safe Active Street for Elizabeth Street and Jenkins Avenue is commencing from Monday 9 September 2019 from the Broadway end of Elizabeth Street.

    The City has appointed contractors, WCP Civil to undertake the project which will be undertaken in two stages.

    • Stage 1: Elizabeth Street, from Broadway to Dalkeith Road (completed by Christmas).
    • Stage 2: Jenkins Avenue, from Dalkeith Road to Bay Road (early January 2020 to March 2020).

    The work will be undertaken in a staged process, completing three blocks at a time. Works will be undertaken between Monday to Friday, during the hours of 7:00am – 6:00pm. Road closures will be in place for the works with detours around the work site, however local traffic will continue to have access whilst closures are in place.

    Please refer to the document library for detour plan for the first section of Stage one. The Broadway intersection and access to the Broadway Shopping Centre will be impacted for at least three weeks while this section is completed.

    Due to the complexity of these works, WCP Civil will be updating all directly affected residents on the progress of the works each fortnight and providing information on any road closures and detours where applicable.

    The Council at its meeting on 25 June 2019, approved the tender for the construction of the Safe, Active Street Project for Elizabeth Street and Jenkins Avenue.

    The City will now liaise with the successful tenderer to develop the construction time frames. When these have been completed residents and the community will be advised accordingly.

    The City is progressing with the tender for the commencement of this construction project. The closing date for tenders will be on Tuesday, 2 April 2019. The City will review all submissions and prepare a report for Council consideration.

    The City and Department of Transport (DoT) completed design review meetings with residents along the streets, schools and other stakeholders during November and December 2018.

    These sessions followed community engagement activities undertaken during February 2018, and the subsequent report adopted by the Council at its Ordinary Meeting of 22 May 2018.

    The outcomes from the design review meetings have resulted in changes to the final design proposal, as follows:

    • Parallel parking between Kingsway and Viewway deleted at the request of Nedlands Primary School to facilitate the schools preferred pick up and drop off arrangements.
    • Raised plateau approach gradients were flattened from 10H:1V to 15H:1V along the Safe Active Street to improve the cyclist experience and to reduce perceived vehicle noise.
    • The shared pedestrian path along Dalkeith Road reduced in width from 3.0m to 2.5m to accommodate resident concerns over reduced verge green space.

    The tender process will progress from mid-February with an expected construction to commence in May 2019. Residents and property owners will receive advice prior to the commencement of construction which will include information of City and contractor contact details and the works being undertaken.

    In addition to the works on the road, as part of this project the City will be assessing opportunities to plant street trees in Jenkins Avenue and Elizabeth Street with the view to enhancing the street-scape.

    If there is a planting opportunity on your nature strip, the City has a preferred species list of trees. To request a tree, please contact the City’s Parks Services department to register. If you don’t have a preference, the City will choose an appropriate species for you.

    The staff at the City are progressing with undertaking site surveys and the detailed design. During this time, and particularly at key design points, further localised engagement will occur with the residents, schools and organisations impacted by this project.

    The results from the community engagement activities undertaken for this project indicate a high-level of support for the project.

    A report on the project together with the community engagement results (see document library) were presented to Council at its Committee meeting on Tuesday, 12 June and progressed to Council at its meeting on Tuesday, 26 June 2018.

    The Council approved for the project to progress, as per the following resolution:

    "Council recognises the level of community support for the Safe Active Streets Program in Elizabeth Street and Jenkins Avenue, and authorises the Chief Executive Officer to enter into a contractual arrangement with the Department of Transport for the delivery of the project fully funded by the Department."

    Jacobs, Consulting Engineers (appointed by the Department of Transport) undertake monitoring and evaluation on all post and pre-construction Safe Active Street (SAS) projects across eight metropolitan local government areas. The purpose is to:

    • establish a baseline of performance for the route prior to implementing the SAS design for all pre-construction routes; and
    • evaluate the performance of the route against the overall SAS program objectives for all post-construction routes.


    Initial baseline work has been undertaken on the City of Nedlands project.

    To establish a baseline of the type of users along the route (and parallel roads) and their current behaviour (speed / direction of travel / interaction with other users) the following data collection activities were undertaken:

    • Video surveys at defined points along the SAS route. These video surveys will capture the typical profile of activity along the route for two weekdays and one weekend day
    • Parking utilisation surveys along the SAS route. These surveys will capture the typical use of on street parking along the route for one weekday and one weekend day
    • Pneumatic tube counts along the SAS route (and parallel roads). These counts will capture vehicle speeds, vehicle types and direction of travel. These surveys will be carried out over a seven day period.


    Cameras were located at intersections to capture vehicle, pedestrian and cyclist movements and angled to the carriageway.

    Who will have access to this information

    Video survey footage will be captured by Jacobs sub-consultant Edge Transport Solutions. The captured footage will then be classified automatically by an algorithm that will run through the footage to determine the type of user on the street – i.e. vehicles, cyclists, pedestrians. The footage will be accessible to both Jacobs and our sub-consultant Edge Transport Solutions for the purpose of reporting on the baseline of activity on the SAS route. The Department of Transport is the ultimate owner of the footage.
