Consultation has concluded

The Waratah Precinct extends along several streets in Dalkeith and surrounds the Waratah Village mixed use area on Waratah Avenue.  

The City now has an opportunity to prepare a policy informed by community engagement which outlines the vision for the Precinct. This Policy will provide guidelines for a design response that is consistent with the character of the area. 

What has been done so far? 

The City commissioned a Local Distinctiveness Study and Context Analysis and Built Form Modelling Report for the Waratah Precinct, which were completed in mid-2021. The findings and recommendations of these informing studies will be used to assist in preparing a policy that aligns with community expectations. 

To ensure the local community has an opportunity to help shape the future of the Waratah Precinct, the City established a Community Reference Group (CRG) comprised of 15 members of the local community, including residents and local business owners. With the assistance of engagement facilitators, the CRG was guided through a series of workshops, ending in August 2021. In these workshops, the CRG considered the informing studies, as well as built form considerations and a vision for the Precinct. 

The broader community were provided the opportunity to review feedback gathered from the CRG and provide their own input on the Precinct vision and key design considerations through a survey and open house. The Community Engagement Outcomes Report details the outcomes from the CRG workshops and engagement with the broader community. 

Using the informing studies, as well as the outcomes from community engagement, the draft Waratah Precinct Design Response – Local Planning Policy was prepared. This policy was presented to Council in April 2022, where it was adopted for the purpose of advertising to the community.

What is happening next? 

The draft Waratah Village Precinct Design Response – Local Planning Policy has been advertised to the community from 15 August 2022 to 25 September 2022. It is expected to be presented to Council in August 2023. You can view the draft Policy here, or by visiting the City's Administration Building located at 71 Stirling Highway, Nedlands, WA 6009.

Members of the community are invited to make a submission online or via email at planning@nedlands.wa.gov.au(External link). For submissions via email, please include:

  • Full name
  • Address
  • Email address
  • Telephone number
  • How your interests are affected (i.e. owner/occupier of property within the Waratah Village Precinct, owner of property outside of the Waratah Village Precinct, on behalf of a company, on behalf of an organisation, other)

  • Whether you are in support of the draft policy, object to the proposed policy, or neither support or object and only have comments)

Feedback received will be taken into consideration prior to the Policy being provided to Council for approval. Please note that written submissions are not considered confidential and may be published in Council agendas.

Community Information Session will be held at Dalkeith Hall, 99 Waratah Avenue, Dalkeith, from 5pm to 7pm on Wednesday 7 September 2022. Members of the community can drop-in to this session at any time between 5pm and 7pm to talk to a Planner about the draft Policy and to ask questions – no formal presentation will be provided. If you would like to attend, please RSVP here.

    If Council are supportive of the proposed Draft LPP a public advertising period will commence later in 2022.

    The City hosted an Open House at Dalkeith Hall on Wednesday, 25 August 2021 between 5 - 7pm.

    The event was well attended by local community members, who provided excellent feedback on key messages from the Waratah Village Precinct Community Reference Group.

    If you would like to have your say on the Precinct’s future built form you still have time to complete the Survey, which is open until the 6 September 2021.

    The City is currently collecting information that will inform the Waratah Precinct Local Planning Policy and is inviting community comment.

    This survey is one of a number of engagement activities the City is using to collect information to guide the future of the Waratah Village Precinct.

    When creating a framework for a great place, there are many elements that contribute to its success. This survey will go through each of these so that we can better understand what you do and don’t like and will ask you to think of examples of where this has been done well somewhere else.

    Workshop 3 for the Waratah Village Precinct was held on Monday 2 August 2021:

    The key points from Workshop 2:

    • The CRG were split into small working groups, and completed activities on various elements under the themes of Landscaping, Land Use and Built Form. This activity provided valuable feedback regarding the CRG’s preferences relating to these built form elements.
    • Plenary discussions were held with the CRG and City staff on the themes of Movement and Amenity.
    • The CRG provided further feedback on the Desired Future Character Statement.

    The key points from Workshop 3:

    • City staff presented the outcomes from the CRG feedback derived from the activities in the previous workshops. This allowed the CRG to have their feedback clearly presented to them, and allowed them to fill in any gaps and refine their points further.
    • The CRG reviewed their feedback on the Desired Future Character Statement and provided further comments.

    The engagement process for the Waratah Village Precinct area has now commenced, with our nominated CRG members coming together on two occasions to start the conversation about the future look and feel of Waratah Village.

    The key points from Workshop 1:

    • An overview of the planning framework and key built form design guidelines was provided by the City’s planning team;
    • Group discussions were held regarding the existing character of the Waratah Village Precinct;
    • The CRG reviewed and discussed the draft Desired Future Character Statement.
