    A meeting between the City and the Swanbourne residents is being held on Monday, 28 August 2017 at Allen Park Pavilion, commencing at 7pm and concluding at 8.30pm.

    The purpose of the meeting is to discuss traffic management within the area. The City is currently preparing current traffic counts and classifications and these will be presented to the meeting along with providing an overview of the past traffic reports and research undertaken.

    Swanbourne residents are invited to attend.

    The information being provided at the meeting will be placed on this engagement page for those residents who were unable to attend the meeting.

    Informal advice from the City of Perth has indicated that the City of Nedlands will soon be notified that the proposal to close The Avenue (between Princess Road and Broadway) will not proceed, as a result of community consultation and feedback from emergency services.

    The City of Perth has:

    • Accepted the consultation results from the City of Nedlands and apologised for the way engagement with the City and the residents occurred.
    • Agreed to forward a copy of the consultant's (GHD) report to the City when finalised.
    • Suggested a working party be formed with the City of Nedlands to explore alternative treatments to reduce speed and provide for cyclists through this section.

    The City has appointed contractors to undertake road resurfacing, asphalting and kerbing works to the intersection of Underwood Avenue, Brockway Road and Brookdale Street for a period of up to 4 weeks, commencing on Wednesday, 2 August 2017.

    Works will be undertaken during weekdays between the hours of 7am and 3pm which will include partial lane closures. Traffic controllers will be onsite to assist motorists during this time.

    Night work is required due to the high volume of traffic through the intersection, and the need to close sections of the road for some portion of the works. During this time there will be onsite signs advising of the road closure and alternative routes around the work site.

    It is planned that the night works will occur on:

    Wednesday, 2 August

    7pm to 5am

    Thursday, 3 August

    7pm to 5am

    Friday, 18 August

    7pm to 7am

    Sunday, 20 August

    9am to 5pm

    Thursday, 24 August

    7pm to 7am.

    7pm to 7am.

    The City has appointed Civcon Civil to undertake road resurfacing and associated works from 24 July 2017 for a period of up to four weeks. These works will be undertaken during weekdays between the hours of 7am to 5pm.

    The works will include the new kerbs, drainage, pruning of trees, concreting of driveway crossovers, ashphalting and sealing and irrigation modifications.

    The preparatory works may need to be undertaken outside of these dates which can include kerb removal, capping of reticulation, and installation of signage and paint markings.

    Access and Road Closures

    Road closures will be required for the works to be successfully completed. During this time, detours will be in place.

    Closures are planned to cease around 4.30 pm to minimise inconvenience, however please consider your commuting times during peak periods.

    The operations team on site will endeavour to offer access to your property at all times but there may be short periods when materials are required to cure. On these occasions we will ensure suitable alternative arrangements have been discussed.

    Kerbing & Reticulation

    The kerbing is being upgraded to a new standard semi-mountable kerb. Whilst these works are being undertaken it may be necessary to temporarily re-route the reticulation to allow the works to proceed. If your reticulation is damaged during the process Civcon will make good the repair.

    If you are a resident and/or a property owner, please ensure you test your reticulation system and report any faults to Civcon within two weeks of the works being completed, after this period Civcon cannot be held responsible for any repairs.

    The City of Perth recently began a community consultation process regarding the partial closure of The Avenue between Princess Road and Broadway, which would effectively block through-traffic (except two-wheeled vehicles) (refer document library - Proposed Street Alterations - The Avenue - City of Perth). The survey started 19 June 2017 and closes on 7 July 2017 – but the City of Nedlands was not included in the initial survey distribution.

    The origin of the proposal appears to be a petition lodged at the City of Subiaco in December 2015 by 12 petitioners in The Avenue. The issues raised were the quantity of traffic, including a high number of trucks and the impact existing parking had on road safety. The City of Subiaco sought a report but the impact of the City of Perth Act 2016 took precedence and the report was not completed.

    It is the opinion of City of Nedlands Administration that closing The Avenue to the majority of through-traffic is an extremely excessive response to a marginal traffic issue. Adjustments to the Princess Road intersection (promoting reduced speed) and reviewing current parking prohibitions would be better options.

    Street signage is progressing. This program is undertaken as part of the City’s maintenance programs to improve the visibility of the signage as well as providing consistency in design standards.

    Areas of Mt Claremont are a focus as there is still signage that was installed by the Developer which has either faded or sustained damage making it difficult to see and read.

    Access and Road Closures

    Road and lane closures will be in place with detours around the work site to assist with ensuring vehicle and pedestrian movements occur in a safe and efficient manner. The following arrangements will occur:

    • Between Monday 26 and Friday 30 June local traffic will continue to have access whilst closures are in place. On-site traffic controllers will assist you around the work site.
    • On the weekend of 1 and 2 July access will not be allowed for traffic movements in and out of Mayfair Street and Butler Avenue onto Alfred Road between 7.00 am to 5.00 pm to allow for the profiling and asphalting works to be undertaken. If during this time you require use of your vehicle(s), please move them to an adjacent street prior to 7.00 am.

    The City has contracted All West Plant Hire to undertake drainage improvements and associated works in the above section of Strickland Street. These works commence on Wednesday 17 May 2017 for a three week period, during the hours of 7.00 am and 5.00 pm.

    The works will include:

    • Installing 7 drainage pits
    • Undertaking repairs to the kerbs, footpath and road
    • Installing new soak well pits for effective road drainage
    • Repairs to any areas damaged including reticulation

    During this time there will be road closures in the vicinity of the work site with on-site traffic controllers assisting motorists through the road closure. Local traffic will continue to have access whilst closures are in place.

    If you are a property owner, please ensure that you test your reticulation system and report any faults to the City within two weeks of the works being completed. After this period the City cannot be held responsible for repairs.
