Consultation has concluded

As the City's residential population continues to grow, so too will the pressure on the provision of appropriate housing options within the City for residents. The City also appreciates that it can reasonably be expected that there may be a preference for existing residents in the more senior age brackets to continue to reside within the City. For those aged residents who are not able to or wanting to remain in their existing residential properties, a Residential Aged Care Facility will provide an ideal option to remain in the City.

How is the City planning for the future?

At present, the City makes provision for the development of Residential Aged Care Facilities, through Local Planning Scheme No.3 (LPS3) provisions and a Local Planning Policy (LPP).

A 'Residential Aged Care Facility' is defined in the Scheme as:

“a residential facility providing personal and/or nursing care primarily to people who are frail and aged and which, as well as accommodation, includes appropriate staffing to meet the nursing and personal care needs of residents; meals and cleaning services; furnishings, furniture, and equipment. May also include residential respite (short term) care but does not include a hospital or psychiatric facility.”

The City of Nedlands supports Residential Aged Care Facilities in areas where such facilities can be congruent with the existing character and context of that local area.

Where are Residential Aged Care Facilities permitted?

In general, when considering any applications for development for a residential aged care facility, the City will take into consideration its appropriateness within the local context to help inform decision making. A Residential Aged Care Facility land use will be considered in areas zoned 'Residential' and 'Mixed Use'. The Local Planning Scheme classifies a Residential Aged Care Facility as an 'A' use in these zones under 'Table 3 - Land Use' in the Scheme.

Exception, however, applies to those properties listed under Clause 19 - Additional Uses, Table 4, where a 'Residential Aged Care Facility' is a permitted use.

What is the City doing to facilitate the development of Residential Aged Care Facilities within the City?

The City is undertaking a number of initiatives to provide the community with greater certainty about how and where Residential Aged Care Facilities will be developed in the future. To find out about the City's latest initiatives, take a look at our 'City's Initiatives' tab below.
