PROJECT OVERVIEW

The City of Nedlands is undertaking a review of its Local Planning Strategy (the Strategy) and Local Planning Scheme No.3 (the Scheme). The City’s current Strategy was formally adopted by the Western Australian Planning Commission in September 2017 and following preparation the Scheme was gazetted by the Department of Planning, Lands and Heritage in April 2019.

The Scheme and Strategy must be reviewed every 5 years, in line with Part 6 of the Planning & Development (Local Planning Schemes) Regulations 2015 and Section 4.12 of the Local Planning Strategy Guidelines. These reviews allow the City to audit and update documents to maintain consistency with the Planning & Development Act 2005 and the City’s Council Plan 2023-33. Reviews also allow integration of changes adopted within the broader WA planning framework.

REVIEW PROCESS

The City’s Strategic Document review process has been split up into three phases which represent milestones guiding the work to be undertaken in the following phases.

Phase 1 – Scheme Review Report

  • A report will be presented to Council in June 2025 to formally initiate the Strategy and Scheme review process.

Phase 2 – Prepare Local Planning Strategy

  • Following initiation, work will begin on a new Local Planning Strategy, including:

    • Research to inform sub-strategies

    • Amendments to key sub-strategies (e.g. Housing, Commercial, Open Space)

    • Community consultation on strategy concepts

    • Analysis of feedback and Council reporting

    • Final adoption by the WAPC

Phase 3 – Amended Local Planning Scheme No. 3

  • After the new Strategy has been adopted work will commence on preparing amendments (including omnibus amendments) to formally update Local Planning Scheme No. 3.

COMMUNITY CONSULTATION

Consulting with our community is a crucial aspect of the review process. This project page will serve as the main source of information and progress updates for our community. The City will be engaging with our stakeholders in several ways during the review process, including:

  • Online - through surveys and news updates;
  • Via email - at planning@nedlands.wa.gov.au with subject line "Local Planning Strategy Review Feedback";
  • Via mail - to c/o City of Nedlands Strategic Planning, PO Box 9, Nedlands WA 6909;
  • In person - through hard copy feedback forms; and,
  • In person - through community workshops and open days.
