The Proposal

The City of Nedlands has recently received an application for a mixed-use development, located between Baird Avenue to the west and Dalkeith Road to the east. The street frontage for the development is onto Stirling Highway, which is located immediately to the south. It is currently occupied with a bike store and a car dealership, known as Chellingworth Motors.

The proposal can be summarised as follows:

  • 301 residential apartments (comprising of 1 bedroom, 2 bedrooms, 3 bedrooms and 4 bedrooms apartments)
  • 455 car bays, 29 motorcycle bays, 185 bicycle bays
  • Communal areas for residents including pool area, children's play area, gymnasium, wellness retreat (incl massage rooms, sauna, steam room, lounge areas, yoga room and Japanese tea garden) and social area.
  • Storerooms, utilities and servicing infrastructure, including waste area and toilets
  • 6 Café/Restaurant tenancies
  • 3 retail tenancies
  • 9 office tenancies
  • 1 motor vehicle sales tenancy
  • A public community meeting room

The City will notify in writing all nearby property owners and occupiers of this development according to the City’s Local Planning Policy for Community Consultation for Planning Proposals.

Stakeholders are invited to submit feedback online

Feedback received will be taken into consideration in the development of formal recommendations by the City to the DAP who will make the final decision on the proposed development.

  • Application refused at JDAP meeting

    On 17 July 2020, the Metro-West Joint Development Assessment Panel (JDAP) refused the application for a mixed use development comprising of basement car parking, restaurants, offices, motor vehicle sales and 301 multiple dwellings at 97-105 Stirling Highway, Nedlands.

    The application was refused on 10 grounds, including:

    • Failing to meet the vision for a new activated and vibrant Nedlands Town Centre;
    • Creating an undesirable precedent for development;
    • A plot ratio that will result in excessive building bulk contrary to the amenity and orderly and proper planning of the new Nedlands Town Centre;
    • Creating a parking shortfall that will result in a spillover of cars searching for car parking spaces in surrounding residential streets;
    • Failing to satisfy the aims, and other provisions of the LPS3, including R-Codes Volume 2; and
    • Failing to adequately satisfy Clause 67 of Schedule 2 ‘Deemed Provisions’ of the Planning and Development (Local Planning Schemes) Regulations 2015.

    The Metro West Joint Development Assessment Panel (JDAP) meeting has been scheduled for 9am Friday 17 July 2020 for determination of this application.

    The proponent sought design advice from the State Design Review Panel in the early stages of the proposal. The proposed development has been through 3 formal design reviews the outcomes of which can be viewed under Planning Reports. Final advice was also provided on the development application which has been lodged and that will be subject to assessment by the City’s Planning department.
