Consultation has concluded

The City is now progressing with the implementation of the enviro-scape master plan as a result of the community engagement activities undertaken.

The strategic vision developed takes into account the park’s future use and development, alignment to current service levels and budgets. Issues addressed included the natural and built environment, water quality and conservation, climate change, along with accessibility, amenity, community use and ensuring the park is fit for purpose.

In developing the plan, the City identified and researched a range of topics, possible constraints, opportunities and issues relevant to Carrington Park.

The enviro-scape master plan aims to ensure community needs are met in the most economical way possible for the Park’s lifespan.

    The Council at a Council briefing on Tuesday 31 October 2017 received the results (refer document library) from the community engagement undertaken. A summary follows:

    The community consultation for the Carrington Park Enviro-scape Master Plan involved three information sessions (at the Subiaco Hollywood Bowling Club) which was attended by 30 people and 76 people responded to the online survey.

    The commentary has been reviewed by City staff in consideration of a preferred facility for both children and dogs and the following amendments:

    • Reduction in size of the sandpit to be located at the thrown ball drop zone and to be at the same level as the rest of the park
    • Removing the midway fence and installing a new fence as an extension to the playground fence to enclose the basketball court and the extended grass area.
    • Review of all gate accesses, externally and internally
    • Remove the path along the southern boundary and replace with flush kerb to separate the hydro-zone from the eco-zone
    • Extend the path along the northern boundary through the playground and connecting it to the basketball court.
    • Increase the number of shade trees across the park.
    • Retain the subterranean drainage facility
    • Lay anti-digging membrane within the turf and over-seed with winter grasses
    • Improve signage throughout the park
    • Provide shaded picnic table within the playground
    • Retain grated air-locks into the dog exercise area
    • Provide maintenance vehicle gates into the ball throwing sections of the park.
    • No longer provide for a separate area for small and large dogs
    • Increase area for children, but maintain a long run for dogs
    • Introduce three-hour parking restrictions to adjacent car parking within the verges and on ACROD parking pay
    • Consider an opening in the fence to ensure control of the dogs

    In consideration of the above the City staff have identified three options (see detailed maps in the document library):
    • Option 1 - Increased children’s play area from the current area, and a fully fenced dog space with access from Weld and Broome Streets
    • Option 2 - Increased children’s play area with reduced dog space from Option 1, and a fully fenced dog space with access from Weld Street
    • Option 3 - The same sized children’s play area, from Option 2, and a dog space open at Weld Street.

    It is anticipated that the results of this second consultation process will be reported to Council in February 2018 and then the City can commence construction on the approved enviro-scape master plan.

  • Council receives outcomes from community engagement

    Council at its briefing on 31 October received the results of the community engagement and options to progress the finalisation of the enviro-scape master plan. Following feedback from the community, the City will be proposing options for consideration by the community which are currently being finalised.

    Once this process has been concluded, options will be put to the community for voting on the most preferred option.

    It is expected that this process will commence late November.

    30 people attended the information sessions held at the Hollywood-Subiaco Bowls Club on Thursday, 10 August 2017 where the City presented a proposed enviro-scape master plan for discussion and feedback.

    Feedback provided will be considered in conjunction with the results of the survey and other feedback provided as part of this engagement process.

  • Past Council Resolutions and History of the Park

    Questions have been raised in regard to the history of the park and previous Council decisions. The following comments are provided in response to these questions and other people interested in the history of the park.

    Fenced Dog Area, south of Stirling Highway

    The decision and actions relating to a fenced dog park south of Stirling Highway arose as a notice of Motion moved at the Council meeting of 26 August 2008. The Council at this meeting resolved "That the administration investigate alternative locations south of Stirling Highway for the installation of a fenced dog park and reports back to a Council Committee in November 2008. - What happened then?

    Fencing at Carrington Park

    To clarify the matter around fencing in Carrington Park, there are three distinct actions associated with the current fencing arrangements.

    Prior to 1994, a chain-wire fence was installed around the perimeter of the park for safety reasons. In 1994 the basketball court and playground were installed without additional fencing other than the existing perimeter fencing. After receiving complaints about interactions with dogs and the new playground, a fence was installed around the playground.

    Following a Council resolution in September 2008, the fencing around the playground area was extended to include the steam roller.

    Administrative Liaison Working Group (ALWG)

    An Administrative Liaison Working Group (ALWG) was established in 2006 with the purpose of investigating current and future uses for Carrington Park, reasons for any upgrade of the park, potential options for upgrading the park and to investigate other alternatives for improving the quality and/or quantity of reserve land within the Hollywood Ward.

    Following an extensive period of investigation and community consultation regarding these issues, five separate options were developed and presented for consideration. The options looked at Carrington Park in isolation and in the context of the wider Hollywood area.

    The findings of the ALWG were presented to Council and a preferred option was chosen and submitted to the 12 August 2008 Council meeting. The matter was referred back to Administration for further development and budget consideration.

    The amended report was submitted to the 23 September 2008 Council meeting. A notice of motion was moved when the item was considered which resulted in the Council determining not to adopt the recommendations of the report and essentially endorse the current arrangements at the park

    Current Concept Plan

    The proposed concept has been developed as an attempt to enhance the Council endorsed facilities at the Park and to resolve a number of current and future management issues specific to the park and surrounding public realm.

    There are three principal objectives for initiating the development of a master plan concept for Carrington Park, these are:

    1. To re-examine the community’s views in respect to Council’s resolution of 23 September 2008 that gave rise to extension of the fencing of the playground area within the park, retaining the park as a dog exercise area and supporting the sharing of the park between numerous user groups;
    2. To provide an agenda for discussions and feedback during the community consultation period which provides an indication of the degree to which the park might be considered for redevelopment and the issues seeking to be resolved. It is expected that a range of issues will be raised by the community, some specific to the park and others more general, and the intent is to capture and present the feedback to assist Council’s future decision-making processes.; and
    3. Present to the community current and future issues the City faces specific to managing Carrington Park and the surrounding public realm and to provide potential solutions to these issues for the community’s consideration.

    A strategic vision for Carrington Park is being developed – and the City of Nedlands wants your feedback.

    Located between Weld and Broome Streets on Carrington Street, Nedlands, the park’s future use and development will be considered to ensure community needs are met in the most economical way possible.

    This project involves identifying and researching a range of topics, opportunities and issues relevant to Carrington Park. We will be looking at the natural and built environment, water quality and conservation and climate change, as well as accessibility, community use and ensuring the park is fit for purpose.

    The final vision will be presented as a concept plan with accompanying explanatory text along with featuring a range of initiatives addressing existing and potential limitations so regular park users and residents are provided for now and into the future.

    The initiatives relate to park users and accessibility, landscaping and vegetation, furniture, shade provision, parking, infrastructure, dog exercise areas and outdoor recreational activities which will be delivered over the long term.

    Assets requiring renewal will be replaced in accordance with the strategic vision being developed.

    Carrington Park is a much loved park in the area and has many uses. The city encourages people to learn more and share their thoughts as part of the consultation process.
