West Melvista parking precinct – Community consultation

Project overview

The City of Nedlands is seeking feedback from residents on the future of parking arrangements in the West Melvista Parking Precinct. Temporary parking restrictions were introduced in 2023 to manage increased demand during construction of The Melvista Nedlands aged care development on Betty Street and Doonan Road. These changes included timed parking and “No Parking” zones across several streets to reduce congestion and maintain access for residents, visitors, and local sporting clubs.

With construction now complete, Council is reviewing whether these temporary restrictions should remain or revert to the original conditions. As part of this process, Council requested that the Chief Executive Officer consult with the local community to determine the long-term requirements for parking in the precinct. This consultation provides an opportunity for residents to indicate their preference for the long-term parking arrangements in the precinct.

Purpose of the consultation

We are asking residents to choose between two options:

  1. Revert to the original parking conditions
    (Refer to the FORMER map)

  2. Keep the current parking conditions
    (Refer to the CURRENT map)

Your feedback will help Council determine the most appropriate parking solution for the precinct moving forward.

This consultation also forms part of the City’s broader commitment to review and update parking controls as land uses change, ensuring road safety, traffic flow efficiency, and meeting community needs.

Background

Prior to 2023, most streets in the West Melvista Precinct had unrestricted parking, with limited “No Parking” and “No Stopping” zones near intersections and reserves. In June 2022, Council resolved to consult on introducing timed parking to address anticipated impacts from The Melvista Nedlands development. Following community feedback, temporary restrictions were implemented in early 2023, including:

  • Two-hour parking (8am–5pm, Mon–Sat) on one side of selected streets.
  • No Parking (permit holders exempt) on the opposite side.
  • Designated “Authorised Vehicles Only” area on College Park verge for construction vehicles.

These measures aimed to balance the needs of residents, visitors, and construction activity. With the development now operational, Council is committed to engaging the community again to decide whether to retain these restrictions or return to the original arrangements.

Additional context

Parking is a commodity that requires management by the City whether it be on or off street. It is normal for parking controls to be reviewed and updated with the change of adjacent land uses.

It is the responsibility of the City to ensure road safety for all users, optimising traffic flow efficiency and effectively meeting the demands of the area.

The City is in the early stages of developing a long-term parking strategy. There will be another opportunity in the future for residents to provide input to this longer-term process.
