Amendment to Signage and Advertisements LPP

The City of Nedlands is seeking comment on the amendments to the local planning policy relating to signs and advertisements. Submissions can be made through the online form.
Background
The current Signs Local Planning Policy was adopted in 2019. A review of the Policy has been undertaken to reflect the development pressure the City of Nedlands is currently facing. The draft policy seeks to provide a contemporary and concise set of provisions to assist applicants in determining their approval obligations, and guide the City in the assessment of proposed signage and advertisements.
Draft Policy Amendments
The following changes are proposed:
The content of the policy has been reviewed and updated in the context of State legislative planning requirements and the practical application of the existing policy.
The policy has been renamed from “Signs Local Planning Policy” to “Signage and Advertisements Local Planning Policy” to align with statutory terminology.
The objectives of the policy have been updated to minimise adverse impacts of signage and advertisements on the amenity of residential areas and heritage protected places. The draft policy seeks to limit commercial signage to areas for non-residential use, and reduce the proliferation and cumulative impact of signage across the City.
The revised policy clearly outlines the criteria for where signs are exempt from requiring development approval, as well as providing design guidance for where approval is needed. If the sign meets the requirements for exemption, then approval is not required.
Some categories and guidance have been updated, mainly:
- Construction Site and Development Sign – Development approval will be required if the sign is more than 5m2 in area, more than 2m above the natural ground level or more than one sign per street frontage is proposed.
- Digital Sign – All digital signs will require a development application, with no provisions for exemption.
- Property Transaction Sign – Development approval will be required if the proposed sign is more than 3m2 in area.
- Roof Sign – Development approval is required if the total height of the building and sign (combined) exceed the building height permitted for the applicable property or if the sign is more than 5m2 in area.
What is happening now
The draft Local Planning Policy will now be advertised for a period of 28 days, from 4 November 2022 – 2 December 2022.

Feedback received will be taken into consideration prior to the amendments being provided back to Council. Please note that written submissions are not considered confidential and may be published in Council agendas. Everyone who submits a comment will be notified when the policy is referred to Council for a decision.
The Policy is also available for viewing at the City Offices. Closing date for submissions is 2 December 2022.
