The City of Nedlands is seeking comment on proposed Local Planning Scheme Amendment No. 15.

The Scheme Amendment proposes to rezone portions of Lots 101 & 102 Monash Avenue and 103 Karella Street, Nedlands from ‘Residential’ to ‘Mixed Use’ with a density of R-AC0 and make related changes to the Additional Use provisions to facilitate the implementation of the Nedlands Village Precinct Structure Plan.

Scheme Amendment 15

Summary

The amendment proposes rezoning the area to R-AC0 and modifying the additional uses allowed to be considered on site.

The R-AC0 coding is used specifically where there is a Precinct Structure Plan that is intended to set controls. The Precinct Structure Plan for the area is waiting approval from the Western Australian Planning Commission and includes density coding, indicative lot and street layouts, and built form criteria including building height.

Design Guidelines setting out built form for the area are currently under assessment. Further information can be found here.

History

The City received an application for a Scheme Amendment to the City’s Local Planning Scheme No 3 (LPS3) to rezone part of Lots 101 and 102 Monash Avenue, Nedlands from ‘Residential’ to ‘Mixed Use’ and make related changes to the Additional Use provisions to facilitate the implementation of the Nedlands Village Precinct Structure Plan (PSP). The Amendment area comprises three lots being 108-116 (Lot 102) Monash Avenue, 118-120 (Lot 101) Monash Avenue, and 15-25 (Lot 103) Karella Street.

Scheme Amendment 15 was initiated by Council at its meeting of 27 February 2024 and forwarded to the Western Australian Planning Commission (WAPC) and Environmental Protection Authority for consent to advertise.

Prior to consent being granted, the WAPC required modifications to the scheme amendment in accordance with the WAPC schedule of modifications and for the City to resubmit the modified scheme amendment. A key part of that modifications included amending the Zoning Scheme Amendment Map to apply an R-AC0 R-Code to the entire area. This coding is used specifically where there is a Precinct Structure Plan that displays the detailed R-Codes.

Members of the community are invited to make a submission online through the Your Voice page, via email at planning@nedlands.wa.gov.au or by sending hard copy submissions to the City’s Administration Building at 71 Stirling Highway, Nedlands, WA 6009. City Officers will be available on 1 August from 4pm to 6pm in the Council Chambers at 71 Stirling Highway to answer any questions. Please note that there is no presentation at these sessions. It is an opportunity to speak with a City Officer about the proposal and you do not have to attend the entire time. Please RSVP through the link below for the session.
