Scheme Amendment 14: Vehicle Access

Background
Following the introduction of the City of Nedlands Local Planning Scheme No. 3 and associated up-coding of lots north and south of Stirling Highway, the City has experienced an increase and intensification of development. This development has resulted in an increase to vehicle crossovers, the proliferation of which can impact streetscape and amenity outcomes without appropriate planning provisions.
Under the current planning framework the City is without a mechanism to mitigate the proliferation of vehicle crossovers in up-coded areas. This has seen the subdivision of a number of corner lots into five survey strata or green title lots, each with their own vehicle crossover. The City is seeking to introduce a Scheme provision to reduce the impact of vehicle access to its residential streets.
What is Scheme Amendment No. 14?
Scheme Amendment No. 14 proposes to insert a new clause requiring vehicle access restrictions for development on Residential zoned lots. The amendment relates to Residential lots coded R60 and higher along Jenkins Avenue, Edward Street and Gordon Street, as indicated on the map below. The amendment seeks to improve the streetscape, landscaping and pedestrian outcomes for areas within the City which are experiencing intensive development. The new clause will require vehicle access for the affected lots to be taken from a street other than Jenkins Avenue, Edward Street or Gordon Street where a secondary street is available. All new development and subdivision would be required to be designed with all lots utilising a single shared vehicle access.

Feedback received will be taken into consideration prior to the Amendment being provided back to Council. Please note that written submissions are not considered confidential and may be published in Council agendas.
Community Information Sessions
City Officers will be available on Monday 16 September from 5pm to 6pm in the Council Chambers at 71 Stirling Highway to answer any questions. Please note that there is no presentation at these sessions. It is an opportunity to speak with a City Officer about the proposal and you do not have to attend the entire time.
