Sayer Street, Swanbourne - Closure

Consultation has concluded

Work is to progress on the formal closure of Sayer Street commencing in December and completed by the end of the financial year.

The work programmed formed part of the engagement activities undertaken by the City during May 2016 to close Sayer Street between a point approximately 100 metres west of the intersection with Jameson Street, and to a point approximately 100 metres east of the roundabout with Dune Court.

The Council at its meeting on 28 June 2016, approved for a section of Sayer street to be closed to allow reinstatement of the natural bushland as a result of the engagement activities.

Following this decision, the City has progressed with the closure by placing a gate at the closed section.

The formal closure of the street will include the construction of a turning head at the eastern end (see document library) and a relocation of the western gate to the roundabout at Seaward Avenue.

    The designs for the formal closure of Sayer Street have now been completed with construction planned for December 2017, subject to Contractor availability.

    This proposal formed part of the previous community engagement undertaken during May 2016 to close Sayer Street between a point approximately 100 metres west of the intersection with Jameson Street, and to a point approximately 100 metres east of the roundabout with Dune Court.

    The City has been monitoring the effectiveness of the closure (July 2016). As a result, minor modifications to the original plan are proposed.

    The designs for the formal closure of Sayer Street have now been completed with construction planned for December 2017, subject to Contractor availability.

    This proposal formed part of the previous community engagement undertaken during May 2016 to close Sayer Street between a point approximately 100 metres west of the intersection with Jameson Street, and to a point approximately 100 metres east of the roundabout with Dune Court.

    The City has been monitoring the effectiveness of the closure (July 2016). As a result, minor modifications to the original plan are proposed.

    • Sayer Street (east): The turning head planned for section of Sayer Street opposite of Number 11 is wholly contained within the road reserve.
    • Sayer Street (west): The gate which was installed at the rear of Number 5 Horizon Court will be relocated 15 metres from the roundabout. This will stop motorists from driving part way up the street before realising the street is closed. It will also allow emergency vehicles to safely stop in Sayer Street without impeding Seaward Avenue and eliminates the need for the City to construct a turning head on this end of the street. This work will be completed during the first half of 2018.


    Once construction works are complete the City will be remediating the area. This will involve managing invasive weeds at the site and revegetating the area with approximately 200 local provenance seedlings. These works will be undertaken in accordance with the Allen Park Management Plan 2013 – 2018.

    That gates have been installed and the road is closed to traffic from both ends of Sayer Street. Turning heads are currently being designed and will be constructed in the second half of the year.

    Thank you for your feedback. Council at its meeting on 28 June 2016 approved the closure of Sayer Street (west of Jameson Street) from Tuesday, 26 July 2016.

    Administration is progressing with the closure which includes the development of concept turning head plans. The scope of works include kerb construction and associated drainage, road pavement adjustments, a raised pedestrian crossing on the east end, locked gates beyond the closure points for opening at times of emergency access and realignment of the existing footpath as required.

    The Street will be closed on the 26 July 2016, with the permanent civil works...
