Consultation has concluded

The City has received an application for the 'Nedlands Village' Precinct Structure Plan prepared for the lots bounded by Monash Avenue, Willams Road, Karella Street and Smyth Road. Members of the community are invited to make a submission on the 'Nedlands Village' Precinct Structure Plan. Submissions can be made through the online survey below, via email at planning@nedlands.wa.gov.au, or by sending hard copy submissions to the City's Administration Building. The City will be hosting two information sessions. You can RSVP to attend one of these sessions through the registration link at the bottom of this page.

What is a Precinct Structure Plan? 

A Precinct Structure Plan is key planning document that provides a high-level framework for guiding how an area could be developed in the future. This includes zoning, subdivision and design criteria for future development.

What is the 'Nedlands Village' Precinct Structure Plan?

The 'Nedlands Village' Precinct Structure Plan proposes to guide the future structure, land uses and built environment of the area which is surrounded by established residential, aged care, educational and medical uses. The Precinct Structure Plan proposes:

  • 'Residential' and 'Mixed Use' zones;
  • Densities of R-AC1 for the Mixed Use lots at the north of the precinct, R160 for the south-west corner bound by Smyth Road and Karella Street and R80 for the remaining Residential lots;
  • Internal roads
  • Public Open Space at the centre of the Precinct, designated for a local park; and
  • Built form provisions for future development.

The northern half of the precinct area is occupied by three residential aged care and retirement village facilities. The multi-storey Regis Nedlands building is intended to remain, with the other two facilities being capable of being developed if enacted upon.

If approved the area could provide for an additional 500 dwellings as well as opportunities, the north of the precinct, for land uses complementary to the nearby Hollywood Hospital and QEII precinct.

What is the City's Role?

The 'Nedlands Village' Precinct Structure Plan has been prepared by CLE Town Planning & Design on behalf of Hesperia and submitted to the City to be assessed and advertised. The City is responsible for undertaking consultation with affected ratepayers, the wider Nedlands community and key stakeholders. City Officers will provide a report to Council with a recommendation to the Western Australian Planning Commission (WAPC). The WAPC is the determining authority for Precinct Structure Plans.

Is this the final plan? 

No, the first stage is advertising the proposed layout. A big part of the City's role is to consult with our community, to listen and advocate where we can on the future vision for the community and formulating the final recommendation to the WAPC.

Due to the regulatory constraints preventing simultaneous advertising, a separate advertising process will be conducted in the near future relating to the proposed rezoning of the northern portion of the site (known as a Scheme Amendment). You will be provided with an opportunity to provided comment specifically on the rezoning component of the Precinct Structure Plan later in 2024.

Community Information Sessions

The City will be holding two community information sessions at the Hollywood Subiaco Bowling Club, located at 42 Smyth Road, Nedlands on:

  • Wednesday 7 February from 5pm - 7pm; and
  • Saturday 17 February from 9am - 11am

Please note there is no presentation at these sessions, they will run as a drop in format. They are an opportunity to speak to a City Officer about the proposal and you do not have to stay for the full two hours. Please RSVP through the link below should you wish to attend.
