Nedlands Stirling Highway Activity Corridor - Residential (NSHAC-R) Local Planning Policy

What does the Nedlands Stirling Highway Activity Corridor - Residential (NSHAC-R) Local Planning Policy cover and how will it affect me?

The NSHAC-R Policy will affect land shown in the below map, on land zoned R60 and R160 which abuts the Stirling Highway. The extent of these effects largely impacts whether you will be seeking to develop on your land or subdivide your property. The changes proposed by the policy cover building and site design that includes:

• Front, rear, and side boundary setbacks;
• Building height;
• Vehicle access;
• Landscaping and Deep Soil Areas;
• Sustainability and water sensitive design; and
• Materials, Finishes and Façade Design.

Background 

The City of Nedlands acknowledges the unique built form and character of its streetscapes and understands that new development should be sympathetic to the context of its surroundings.

In the area north and south of Stirling Highway, land densities increase to R60 and R160. There is a recognised need to ensure that the City's unique residential character can be enjoyed by all current and future residents. This area (refer to map below) makes up an area known as the Nedlands Stirling Highway Activity Corridor - Residential (NSHAC-R) Precinct.

In order to guide development in the area so that it is appropriate to its context as well as developed and occupied in a sustainable way, the City has developed a Local Planning Policy (LPP) that sets down what future development should look like within this precinct to cater for all who choose to reside here.

How has the policy been developed?

The Policy looks to change the existing standard development criteria from the state wide Residential Design Codes of Western Australia (R-Codes) to an area specific policy, which provides localised and contextually appropriate guidelines for new development. This will ensure new development can enhance and respect the broader visual appeal and character of the precinct as a whole.

As part of the background work which fed into the development of the policy, discussed in greater detail at the City of Nedlands Meeting of Council held on 27 September 2022, the key characteristics which were identified as part of the initial design of the policy included:

• Large front and rear setbacks;
• Large areas of mature landscaping; and
• The consistent 'open streetscape' feel.

Following initial community engagement and involvement through an extensive Stakeholder Reference Group, Open House (Drop-in session) and a community survey, the draft policy has been developed to reflect both the feedback of the community and the various technical studies and state government planning framework.

Consultation will run from 21 October 2022 until 5pm 9 December 2022. 

Feedback received will be taken into consideration prior to the amendment and local planning policy being provided back to Council. Please note that written submissions are not considered confidential and may be published in Council agendas.

Community information sessions

The City is also holding two community information sessions. Please note that there is no presentation at these sessions. They are just a chance to speak with a City Officer about the proposal and you do not have to attend the entire time. Please RSVP through the link below for one of the following sessions:
