The Department of Transport Long-Term Cycle Network for Perth and Peel

The City of Nedlands is inviting your comments on the draft Long-Term Cycle Network for Perth and Peel.

Long-Term Cycle Network for Perth and Peel

The Long-Term Cycle Network for Perth and Peel (LTCN) is an aspirational bicycle network developed by the Department of Transport (DoT) in collaboration with Local Governments across the Perth and Peel region. The LTCN seeks to:

  • Provide continuous bicycle routes along major corridors;
  • Establish links between activity centres and public transport services; and
  • Provide connections to schools, education sites and local centres.

The DoT and City of Nedlands have developed a draft LTCN applicable to the City of Nedlands local government area.

The LTCN identifies the function of a route, rather than the form it should take. Function considers the type of activities that take place along a route, and the level of demand (existing and potential). There are three main types of network functions in the hierarchy (Primary, Secondary, and Local).

The LTCN is a strategic and dynamic bicycle network. It does not establish the specifications of bicycle paths or associated infrastructure, it simply provides an aspirational network of safe and attractive bicycle routes throughout the Perth and Peel metropolitan area. Council considered the LTCN within the City of Nedlands local government area at its 22 September 2020 Ordinary Council Meeting, where it resolved to advertise the LTCN, subject to modifications. The LTCN being advertised has been modified in accordance with changes requested by Council.

Importantly, the LTCN for Perth and Peel is not static – local government authorities will be able to modify identified routes as local circumstances change, including new bike plans, precinct subdivisions and masterplans.

Submission Period is now closed.

Feedback received will be taken into consideration in the development of formal recommendations by the City’s Administration to Council, who will make the final decision on the LTCN. Further work will then be done by the DoT and the City to seek endorsement of the proposed LTCN for the City of Nedlands local government area.

Community Information Sessions

Community Information Sessions will be held by appointments only on 23 February 2022 from 4pm–6pm at the City of Nedlands Council Chambers. The City will have 20-minute appointment slots for community members, in which City Planning Officers will be able to assist with general enquiries on this proposal. These are informal sessions to ask questions of officers, with no formal presentation.

Due to the capacity of the meeting room, confirmed appointments to the Community Information Sessions are essential to able to attend.

LTCN to be presented to Council

Following the conclusion of advertising and assessment of submissions made, the draft LTCN will be presented to Council for final endorsement.

What is happening next?

Once endorsed, the LTCN will facilitate and guide the development of a City of Nedlands Local Bicycle Plan which will include further and more detailed community engagement. The Bicycle Plan will provide a coordinated, strategic and more specific approach to delivering cycling infrastructure within the City of Nedlands. The Local Bicycle Plan can provide the City of Nedlands with the opportunity to modify identified routes in the LTCN, as per guidance from the DoT website: https://www.transport.wa.gov.au/activetransport/long-term-cycle-network.asp
