Council at its Ordinary Council Meeting in August 2025 adopted Local Planning Policy 1.3 - Sustainable Design - Residential. This Policy is available as part of the City's Local Planning Documents accessed via the City's website. Copies can also be viewed at the City's Administration Building located at 71 Stirling Highway, Nedlands, WA, 6009.




Local Planning Policy (LPP) 1.3 - Sustainable Design - Residential has been reviewed as part of the City's periodic review of Local Planning Policies.


The policy was adopted in February 2024 with the review commencing in February 2025 to implement a points-based sustainability assessment matrix akin to the City of Subiaco's Local Planning Policy 1.3 - Sustainable Development. Work has been undertaken by the City's Administration to amend the policy accordingly which has since been approved by Council for consent to advertise. The draft Policy is now presented to the community for public comment.


Submissions close at 5pm on Friday 26 September 2025.


In February 2024 Council resolved to adopt LPP 1.3 Sustainable Design - Residential. The Policy provides guidance and the requirements to implement sustainable design outcomes onto residential development of all scales and expands upon the development requirements within Local Planning Scheme 3 (LPS3) and the Residential Design Codes (R-Codes) Volume 1.


The interim policy review began in February 2025 following a Notice of Motion from Council to introduce a points-based assessment matrix to further incentivise and gently enforce a greater commitment to sustainable development onto new dwellings.


Different standards are being proposed for different scales of development including the points that they must obtain through this policy. The reach of the policy has also been expanded to introduce some baseline sustainability standards to large-scale home renovations in an effort to capture as much development within the City as possible.


The draft Policy has also expanded its choice of sustainability measures to give landowners more agency when considering sustainability measures to apply to their new homes and large restoration projects. The measures include minimum requirements for 'All Development' as well as further requirements for those applying for 'Multiple Dwellings and Mixed-Use Development' development approval. The policy continues to outline the documentation required at each submission stage within the development process for ease of reference to landowners and developers.


The policy's format has been amended to improve internal and external interpretations to ensure best practice sustainable development is being met within the City of Nedlands.


What is happening now?

Council adopted the draft Local Planning Policy 1.3 - Sustainable Design - Residential for the purpose of advertising at the Ordinary Council Meeting held on 6 August 2025.

The LPP will now be advertised for a period of 42 days, from 15 August – 26 September 2025.

City Officers will be available on 1 September 2025 from 4pm to 6pm in the Council Chambers at 71 Stirling Highway to answer any questions. Please note that there is no presentation at this session. It is an after-hours opportunity to speak with a City Officer about the proposal, and you do not have to attend the entire time. Due to the limited space, it is important that you RSVP below.

City Officers are available to discuss the proposal during normal business hours over the phone, in person by appointment, or via email.

Members of the community are invited to make a submission online through the Your Voice page, via email at planning@nedlands.wa.gov.au, or by sending hard copy submissions to the City's Administration Building at 71 Stirling Highway, Nedlands, WA 6009.
