Funds have been set aside in the 2018-19 capital works program to undertake works to improve the parking and amenity. Prior to this work proceeding, the City is inviting your thoughts on a range of options which have been developed.

A number of improvements have been developed for the following areas within the precinct and we now seek your preferences.

Round about on corner of Rochdale and Asquith please. No car park entering on to Rochdale Rd please as this would be a real safety issue for kids riding/walking to school.

Asquith Street Improvements
Area 1
Any vehicular access to the proposed parking area off Rochdale Road would make the intersection of Asquith and Rochdale more hazardous.
Any vehicular access any proposed parking area other than via the exiting intersection of with Asquith Street would be detrimental to traffic safety. Option A is therefore not variable as it has no frontage to Olearia Lane.
Option B shows access to Olearia Lane very close to the intersection with Asquith Street. This part of the lane is frequently used by transport vehicles delivering to adjacent businesses as a loading zone. There is no other provision for this activity.
The 28 parking bay design does not meet design standards in respect maneuvering access to the two bays at each end of the parking area. If standards are met the capacity becomes only 24 bays. Seven existing bays are deleted to accommodate this option.
There is no provision in the project for a replacement of the current very significant use of the area for dog exercise. There is no other public fenced dog exercise area within a reasonable distance of this location.
The loss of community facility to add only 17 parking bays is considered not justifiable.
Area 2
The existing 5 bays in this location appear to be on liquor store land and, in practical terms, are used exclusively by liquor store patrons. Since the land is Council owned it should be signposted immediately, to show that it is available as short term parking for all the shops in the precinct. Increasing capacity to 7 bays should follow.
Area 3
This proposal is considered be sound and is supported.
Area 4
This enclosed area is used extensively as a small-children’s playground. At least 70% of the area with frontage to Strickland Street should be kept for its existing land use.
Area 5
From looking at the site there appears to be no reason why this work should not go ahead immediately. The land is separated from the children’s play area and is unused. The it appears that the parking bays could be built clear of the existing building.
Area 6 Option A
The proposed 400m2 play area on golf course land is in an unsuitable location for a children’s playground being at the end of a cul-de-sac with n oversight by passing traffic (vehicular or pedestrian), no oversight from adjacent dwellings and no contiguous parking. It is neither a convenient nor a secure location for a playround. The 400m2 does not compensated for approximately 700m2 lost if Area 4 goes to parking.
ALSO
With careful design the section of Haldane Street west of Mayfair Street and the area proposed for a children's playground combined, could accommodate about 20 angle parking bays on the south side of the new road. These would be very suitable fo 2 hour parking and in reasonable proximity to the shops..
I live within easy walking distance of the precinct and visit it often. The greatest need is more short term parking and perhaps more vigorous enforcement of the 15 minute limit on the existing six short term bays.

The playground at 25 Strickland St is an important asset to the community and is very popular and highly utilised by visitors and locals. Please don't turn this playground into a carpark. It would be great if the City of Nedlands invested in the improvement of this playground. This is a quieter street and a better, safer location for a community playground than Asquith Park. Parking in the underutilised Asquith Park area should be a priority for the City as it will improve access to the dynamic community hub that is the Mt Claremont Shopping Village.

There is ample on-street car parking in the streets surrounding the Mount Claremont Shopping area. It is hard to believe the City of Nedlands would consider destroying Asquith Park while so much road space is vacant nearby. If the City of Nedlands keeps designing for cars and pandering to ill-informed business owners the city will eventually be a horrible place to live. It will be death by a thousand cuts.

The City of Nedlands has a responsibility to protect the amenity and liveability of the city. Building more car parking spaces will bring more car traffic. More cars do not equal more business. More people equals more business. Many business owners overestimate the importance of car travel and underestimate how many of their customers arrive by other means (ref: Heart Foundation “Good for Business” guide).

The City should be looking at ways to improve the area. Why not make Asquith Park an even better dog park? Create something that will bring foot traffic to the shops. Getting people out of cars, walking through the neighbourhood, visiting the parks and businesses should be the goal.

The area will develop as a retail precinct and require increasing parking.
Asquith Park can easily be converted to a car park. There is no fig tree in the middle of it which the Mayor would want preserved.

Should the development of additional bays proceed at Asquith Park etc, Strickland Street should become a resident parking street only. Almost weekly, residents are unable to access their driveway or have significant restrictions accessing their places due to cars parking in street (often across peoples driveways). With the additional parking, there shouldn't be a need for people to park on this street, which is filled with many young children.

In order for the Mt Claremont shopping precinct to survive and/or flourish, the community has a responsibility to provide adequate and accessible parking - the community benefits from this, not just the shop owners. We agree to the Council funding the upgrades from existing rates, not any additional or separate method.
Traffic flow is the critical part of Option 1 (car park development off Rochdale Road). We believe traffic calming measures should also be part of the development e.g. a roundabout at the intersection of Rochdale Road and Asquith Street. We feel that the car park access should be restricted to the eastern side of Rochdale Road so that traffic does not turn into or out of the car park across this busy road.
We support the retention of part of the park for recreation, but would urge the Council to upgrade this very neglected park.
As the lease for the Pre Kindy runs out in 2021, the additional parking spaces may not be required and this excellent facility and community service could continue to operate on the current site.
Finally, more ACROD parking should be made available at key points around the shops, e.g. in front of the Post Office and Pharmacy, not in any newly built car park.

The narrowing and (and removing 8 parking ) of Asquith between Strickland and Adderley St and then later adding 7 parking bays onto the narrow street has made this section unsafe and congested. The proposal to change parking to both sides of the street will add to the problem. I have spoken with James Cresswell and Irene Chiang during a visit to site. My strong recommendation is to re-align (widen) this section of street in return the 8 car bays which once were there.

All the owners of the businesses purchased the business with the parking as it is now, or when there were fewer parking options. So this should have been taken into account in their business plan and formed part of the decision to purchase the business.

If the businesses what more parking, they should fund the extra parking, not the ratepayers of the City of Nedlands. I thought the normal approval process for a business assessed how many parking bays would be required to be provided by the business.

I do not want this to become a busy business hub. I have already had vehicles running up on my verge because people driving down Strickland Street on the wrong side of the road refuse to give way to vehicles on the correct side of the road. Occasionally vehicles even park on the verge in front of my house.

I guess I would rather that no more vehicles were attracted to the area!

The Pre Kindy is a very important community service and forms a hub in the Mt Claremont Village and is a feed of customers to all of the existing business.
To have this Community Service Facility simply deleted in preference of a Parking Lot beggars belief.
Annies Pre-Kindy serves as an important employment of Staff and young child care workers . I believe it's is a short sighted outlook for the council to transform a park / community prekindy in preference to car parking Lot, when in the next 50 to 100 years our districts grandchildren will still need community based facility's which benefit all of us in learning, belonging and parental support.
Be prewarned Emily (Pre- Kindy Manager) is currently learning the protest Ukulele !!!
For consideration toward a greater community good.
Priorty should be given to People before the convienience of vehicle parking!!

3. install new parking bays on Asquith Street
4. create a new playground with landscaping NOT a car park
5. keep Oleria Lane as is - no parking bays

I don't understand why Annies Pre-kindy is to be closed down, it is providing high quality care, nurturing and education for the local children and has been for the last 10 years. It is not a playgroup as suggested in the meeting, it is a pre-kindy, it provides education to 65 children aged between 3 to 4 year olds, and is full with waiting lists. Most of the children attending have siblings enrolled at Mt Claremont Primary or Swanbourne, therefore it is close and convenient for parents to drop their young kids here after dropping older siblings at the local feeder schools. Where are these families suppose to send their children if they don't want the daycare options? Annies offers school hours, school holidays and small class sizes which is what sets it apart from daycares, plus the children form early friendships with children that they will then be going to primary school with.

The pre-kindy also leases the building off the council, therefore the council makes money of this building. It was suggested in the meeting that the building was rundown, it has been approved by the department of education and if any issues arise the owner of Annies pays for the maintenance.
The local business's don't want the pre-kindy to shut as they will lose business which the families provide.

Please consider the families and children that will be affected by the closure of this important community pre-kindergarten.

1. Have shorter parking periods around the shops. 2. When the Early Childhood Centre goes the parking problem will be markedly reduced.3.Encourage businesses where people are not sitting for hours. Until recently we had a Hairdresser,2 cafes and a Bakery, all of which seat people for 45 minutes to well over an hour.

Great idea below for for 2min parking bay at Aust Post space, fully support that (but would need to be policed as I can imagine it being abused regularly). Also, if 25 Strickland St becomes a park can it be designed for both dogs and kids (may need to consider some means of separation?). It would be great, in time, if one of the cafe's was located adjacent to this parks so kids can play and parents can overlook from café. I also miss the corner hardware store (what's now Deli Chicci) but what I miss more, and going back even further in time, there used to be independent grocer shop (what's now Mt Claremont Village Bakery) and that was great and would be good to see again, something like Swanbourne IGA. And lastly, for the historical record (I've lived in Mt Claremont all my life!), long before Hudson and Hughies there was local deli called "Possies". Cheers, Bruce. PS I also like Deli Chicci and not sure there is any basis for complaints against this business or staff

There is no value to be gained by doing work at Cellarbrations as during busy times the sapce is already fully utilised by cars parking respectfully facing EW adjacent to the island at the front so you are already getting 5 cars in there. Money would be wasted. The Asquith St park should be fully utilised as it is only rarely used and theres a park in Strickland around the corner and at the west end of Asquith as well as Lake Claremont at the end of Strickland. Include trees as part of the full carpark design and have entry from the East off Asquith. Entry from busy Rochdale is bad traffic planning (Im a civil engineer) compared to entry from a quiet street. (Asquith). The more customers we get at the shops the more vibrant it becomes and the better it will be for the community.

I oppose suggestion 3 (development in Asquith St, between Strickland and Adderley STS).
This is a bus route with buses often driving fast down the hill and this could be a safety problem to pedestrians entering & exiting from motor vehicles. There is a Medical Practice, that provides private parking for patients.
Many patients attending the Practice are elderly and, as such, are hearing, visually or mobility impaired requiring 4 wheel walkers or walking sticks. This would be a hazard for these Patients.

When I purchased my property in the area Asquith Park's open space was a contributing factor to my decision. The installation of a car park as shown, gives no consideration to surrounding property values and the amenity they receive from the open space. I believe this park adds value to our properties and would add even more if it was properly maintained by the Council to the same standard parks in other council wards are kept.

Another important issue is the proposed car park's opening onto Rochdale Road. This is an increasingly busy street and any exit/entry from Rochdale Rd next to the Asquith St intersection would make it a big safety issue for both vehicles and pedestrians alike.

I was under the impression that under the Strategic Community Plan, Nedlands 2028, the Nedlands Council was committing to maintaining parks and other green spaces. Seems a bit of a back flip to be paving over highly frequented community parks. It seems extraordinarily short sighted.

I have completed survey but just wanted to add this idea. Most of the time I try and walk to the Mt Claremont village but on occasions when I am in my car I will drop by the post office to check my mailbox. Is it possible to convert the Aust Post only bay to a 2 minute parking bay to allow for people to empty mail box and buy a newspaper.

I love the shops at the Mt Claremont shopping district. But I don't think paving over the green space it the right way to go about things. Why could you turn that into a Play park instead of up the road? It would make more sense to have the children's play area close to the shops so parents could get a coffee and sit in the park to watch their kids. I am in no way supportive of paving over green community green space for a car park. Encourage people to walk, put in more bike parking. Is paving over every inch of useable space really the legacy you want to leave to our children?
