What is the City's Role?
The City of Nedlands is a referral party only, whose purpose is to provide technical advice and recommendations to the Joint Development Advisory Panel (JDAP).
The JDAP will determine the outcome of the application.
How will the application impact car parking and traffic?
The development application proposes the removal of 22 car parking bays and the provision of 27 new car parking bays. This results in a net increase of only 4 car parking bays. This complies with the car parking requirements of the City’s Town Planning Scheme No. 2 and the Hollywood Hospital Master Plan.
The small increase in car parking is considered not to have impact on the existing traffic of the local road network.
How will the parking of vehicles and general storage be managed during the construction phase if the application is approved by JDAP?
If the development application is approved by JDAP, it will be recommended that a construction management plan be prepared by the applicant.
The City will be monitoring the compliance of the construction management plan.
How do I make a submission?
A submission can be made using the submission form this engagement page.
You can also provide a submission via email to council@nedlands.wa.gov.auor letter addressed to the City before the closing date (COB on 29 January 2019).
Should you wish provide a submission via email or letter, you will need to address it to the City, PO Box 9, Nedlands, and marked “Proposed Hollywood Mental Health – Lot 564 (No. 101) Monash Avenue, Nedlands”.
Please make sure you include your name, property address and email address. Your submission will also need to state your objections or no objections or comments on the proposed variation.
Please note that the plans cannot be copied or sent to third parties and will not be made available for viewing once the advertising period has concluded unless consent is obtained from the landowner and/or applicant.
The City’s front-counter staff and duty planning officer will be available to assist with general enquiries only and therefore if you anticipate coming in to view the plans, please call ahead to make an appointment.
The City will have regard to any comments received prior to the deadline when determining the application. Please note that your submission (with names and addresses removed) may be made available to the applicant and landowner at their request.
Will I be notified of the Council meeting date?
If you made a submission to the City on the proposal, you will be notified of the Council meeting date and time once the agenda has been confirmed.
Additionally, if the application is determined by the State Administrative Tribunal due to an appeal being lodged in future, submitters will be notified of the outcome.
Will my submission be confidential?
The City will have regard to any comments received prior to the deadline when determining the application.

What is JDAP?
JDAP is a determining authority independent from a local government, the Department of Planning, Lands and Heritage and the Western Australian Planning Commission. It has five panel members and reports directly to the Minister for Planning.
A JDAP determines development applications that meet certain value thresholds and application types.
