Regis Aged Care has applied to the City to construct and operate 327 apartments for seniors on their property at 15 Karella Street (Lot 103), Nedlands. The apartments range from three to five storeys with a central building six storeys high with a street setback of at least 6m. Building sections higher than three storeys are proposed to have a setback of at least 20m from the street.

The development includes 576 resident car parking bays, 82 visitor car parking bays and 65 scooter parking bays, along with communal facilities such as a bowling green, pool, gym and outdoor amphitheatre. The proponents also propose to have a plot ratio floor area of 1.14m2 instead of the current requirement of 0.75m2.

To enable privacy for ground floor occupants, it is proposed the apartments will be between 0.5m and 1.5m above the footpath while maintaining opportunities for passive surveillance over the surrounding area.

A temporary display apartment (including signage) will be available for viewing in an area on the Smyth Road side of the site.

    At its meeting on 12 December 2018, the Metro West Joint Development Assessment Panel (the DAP) considered an application for aged persons’ dwellings at 15 Karella Street, Nedlands.

    The DAP resolved to conditionally approve the application. Minutes from the meeting can be viewed on the Department of Planning and Heritage website.

    A Metro West JDAP meeting has been scheduled for 10am on Wednesday, 12 December at the Administration Centre, City of Nedlands to determine this application.

    The Council at its meeting on 27 November received the report and recommended approval to the Metropolitan West Joint Development Assessment Panel (JDAP) that the application (reference DAP/18/01497) for 327 aged persons’ apartments and a temporary display apartment at (Lot 103) No. 15 Karella Street, Nedlands.

    The recommendation is subject to the conditions and advice notes contained in the Responsible Authority Report (dated 8 November 2018).

    Thank you for your contributions to the development application. The period for providing submissions has now closed.

    The next step in the process is to assess the submissions received and to prepare a report for Council consideration. The report will be placed on the agenda for the 27 November ordinary meeting of Council. The agenda will be available for inspection approximately one week prior to the meeting.

    This engagement project provided opportunities for people to:

    • Attend a Community Information Session at the City's Administration
    • View hard copies of the documents during business hours at the City's Administration
    • Telephone the City on (08) 9273 3500 and ask to speak to a member of the Statutory Planning Team
    • Complete a submission online
    • Write or email submissions or mail or hand delivered and addressed to the City.

    22 residents attend an information session at the City's administration building on Monday 22 October 2018.

    Attendees were able to find out more about the development application for aged persons’ dwellings at 15 Karella Street, Nedlands by talking with officers from the City’s Planning department. Officers were also able to assist residents with any queries they had about the proposal.

    The City is inviting comment in relation to a development application which proposes the construction of 327 aged persons’ apartments in total at 15 Karella Street, Nedlands.

    The plans for the proposal can also be viewed at the City’s Administration Centre.

    An information session regarding the proposal is also to be held at:
