The City is currently progressing with the proposed Scheme Amendment No.20 to Local Planning Scheme No.3 (LPS3) that relates to increasing the density coding of several properties on Bedford Street in Nedlands. The amendment has been prepared and submitted to the City of Nedlands by Hex Design and Planning on behalf of the landowners of the affected lots.
Background
Local Planning Scheme No. 3 (LPS3) was gazetted on 16 April 2019. The Scheme introduced a significant density coding increase along the Nedlands Stirling Highway Activity Corridor (NSHAC). The Scheme aimed to provide transitional coding towards lower density areas north and south of Stirling Highway. The affected properties of Scheme Amendment 20 are in the unique position of facing directly south to R60 coded lots, having R60 coded lots directly east and northeast and being in close proximity to the Nedlands Town Centre. The Scheme Amendment proposal recognises that the affected lots surrounded by R60 codings on two sides can add to the transition area with an R40 coding being applied. The affected lots are odd numbers 1 through to 9 Bedford Street, Nedlands.
The City of Nedlands Council resolved at its Council Meeting on 10 December 2025 to initiate a scheme amendment to change the current density codes for these properties to R40. The Council also resolved that the Amendment was to be considered as a Standard Scheme Amendment.
What has happened so far?
The proposed Scheme Amendment was initiated by Council resolution in December 2025. Following this resolution, the Amendment was put to the Western Australian Planning Commission (WAPC), seeking permission for the Amendment to be advertised. The WAPC has granted consent to advertise the amendment and this will occur for a minimum of 42 days.
What does this mean to you?
An opportunity to provide comment on the proposed Standard Scheme Amendment No.20 is now available. Please note if this Scheme Amendment is approved, this will result in statutory changes surrounding lot sizes and built form outcomes.
Submissions will close 5pm Tuesday 9th June 2026.
Once advertising closes, the City will review the submissions and present the submissions and amendment back to Council for their final consideration.
