Quintilian Road Traffic Management Proposal - Left-out Only to Brockway Road

Do you live on or use Quintilian Road? Maybe your children attend Quintilian School? A proposal to better manage traffic in the area may be of interest.

In early 2018, community engagement took place to address the concerns of residents and Quintilian School, in relation to the volume of vehicles using the road, vehicle speeds and the road being used as a shortcut between Brockway Road and Stubbs Terrace. This resulted in the construction of speed plateaus. The City also agreed to monitor their effectiveness – the plateaus have resulted in a substantial decrease in speed, marginal decrease in traffic and increase in the proportion of commercial vehicles.

So what now? After reviewing the options, the City’s preference is to partially close Quintilian Road at the Brockway Road intersection. This partial closure would deny access into Quintilian from Brockway Road and Camelia Avenue and support a reduction in traffic volume specifically commercial traffic. It would also allow for the safer anti-clockwise rotation of school traffic for pick-up and drop-off.

    Decision

    Council at its meeting on 23 April 2019 resolved to not support the proposed left-out only partial road closure of Quintilian Road at Brockway Road. It also support the provision of flashing 40km/h speed zone signs and requested Admininistration to work with the Department of Transport to investigatge whether Quintilian Road is suitable to be developed as a Safe Active Street.

    The Council Committee meeting held on Tuesday, 9 April 2019 recommended that Council:

    • Does not support the proposed left-out only partial road closure of Quintilian Road at Brockway Road
    • Supports the installation of the speed pillows included in the original report of October 2017
    • Supports the provision of flashing 40km/h speed zone signs in Quintilian Road
    • Council asks the Administration to work with the Department of Transport to investigate the potential for Quintilian Road to be developed as a Safe Active Street. Administration is asked to report on the results on this investigation to Council

    The assessment of the community engagement has been undertaken for this project. A report has been completed for the April round of Council meetings.

    The report will include a recommendation on the project based on the outcomes of the engagement. The engagement outcomes will also form part of this report.

    The Council Committee at its meeting scheduled for Tuesday, 9 April will consider the report prior to progressing to the Ordinary Meeting of Council scheduled for Tuesday, 23 April.

    • Support the proposed left-out only partial road closure of Quintilian Road at Brockway Road for the purposes of a consultation process with the affected residents and landowners.
    • To include all residents and landowners within the area bound by Mimosa Avenue, Alfred Road, Stubbs Terrace, Quintilian Road, Camelia Avenue and those living in Jubaea Gardens seeking their comments on the proposed partial road closure.
