At the Special Council Meeting on the 2 May 2019 Council resolved to seek community feedback on the draft policies which follow.

Your feedback is sought on the draft policies. You can find a copy of each policy in the document library.

Residential Development

  • The purpose of this policy is to provide guidance and supplementary requirements to Local Planning Scheme 3 (LPS 3) and State Planning Policy 7.3 Residential Design Codes Volume 1 (R-Codes Vol.1) in relation to single and grouped dwelling development within the City of Nedlands. It is also to ensure consistent assessment and decision-making in the application of the LPS 3 and R-Codes Vol. 1.

Parking

  • The purpose of this policy is to define standards for parking, vehicle access and parking facilities to ensure developments are constructed to a high standard and managed to reduce any potential detrimental impacts to the surrounding area; and encourage the provision of services that enable and promote alternative modes of transport (including cycling, walking, public transport and motorcycles) and adaptability to changes in technology.

Heritage

  • The purpose of this policy is to encourage the retention, maintenance and upgrade of the City’s historic buildings.

Child Care Premises
  • This policy provides development standards relating to the location, siting and design of Child care premises, and sets out matters the City will have regard to in considering an application for development approval.

State Administrative Tribunal – Process and Procedures
  • This policy prescribes the procedures by which Councillors and the City’s Administration shall deal with applications for review made to the State Administrative Tribunal (SAT).

Refunding / Waiving Fees
  • This policy outlines the circumstances where the City, may refund or waive development application fees charged in accordance with the Planning and Development Regulations 2009.

Planning Compliance

  • The purpose of the Policy is to provide guidance for the Development Compliance process to be undertaken by the City including:

  1. Establishing a consistent and transparent approach for planning compliance;
  2. Outlining the process for assessment of complaints of unlawful activity, land use or structures to determine when further investigation and/or action is required;
  3. Outlining the City’s options for dealing with unlawful activity; and
  4. Establishing circumstances where further enforcement action is warranted.

Signs

  • The purpose of this policy is to establish the requirements which apply to signs and to provide guidance when determining development applications for signs.
