The City has prepared a vision for the Mt Claremont Master Plan Area; a 458-hectare site encompassing the eastern portion of Mt Claremont, western portions of Karrakatta and Shenton Park and the portion of Floreat sitting south of Underwood Avenue. The Draft Mt Claremont Master Plan is a non-statutory document that seeks to form a cohesive plan for the future of the area. The City is now seeking the community's comments on the Master Plan.

Background

The City of Nedlands Council Plan 2023-33 calls for the preparation of a Mt Claremont Master Plan to resolve land use within and surrounding the Subiaco Wastewater Treatment Plant odour buffer and Graylands Hospital. This aligns with the vision statement of the Council Plan "We aspire to grow and develop responsibly to enhance our lifestyle, unique heritage and character, and beautiful parks and gardens."

The Master Plan has been created to inform landowners, government, the wider community and developers of the City's desired vision for future development of the Area. The City wishes to see the Area become a great place to live which takes advantage of the existing community facilities, nature and transport options. The non-statutory nature of the Plan means that no changes to the Planning Framework are proposed at this time and the document will be used by the City to advocate for the desired outcomes.

The Master Plan identifies opportunities that the area has to offer in terms of urban development, enhancing active transport connections, proposing greenways for the movement of fauna and improving road permeability. Opportunities in the area are likely to increase should the existing Wastewater Treatment Plant odour buffer be reduced. The Master Plan is timely given the State Government is currently considering a Market Led Proposal that could encapsulate the Wastewater Treatment Plant and reduce odour emissions.

Summary

The key elements of the Draft Master Plan are as follows:

  • Identifies opportunities that might exist if the Wastewater Treatment Plant odour buffer were to be reduced;
  • Aims to conserve and enhance vegetation by looking at retention of the Underwood Avenue Bushland and proposing Greenways to identify patters of existing remnant vegetation and enhance those to link fauna between Bold Park, Kings Park and other bushland sites.
  • Identifies the potential future land uses;
  • Identifies potential new vehicle routes;
  • Looks at improving public transport and access to existing public transport;
  • Identifies an improved active transport network that provides better east-west connections to the Fremantle Railway Line;
  • Discusses how sustainability can be incorporated into future development proposals; and
  • Identifies Heritage places and discusses how the Master Plan can respect these places.

What is happening now?

Council adopted the Draft Mt Claremont Master Plan for the purpose of advertising at their 26 November 2024 meeting.

The Master Plan will now be advertised for a period of 28 days, from 17 January 2025 - 24 February 2025.

City Officers are available to discuss the proposal during normal business hours over the phone, in person by appointment, or via email. Additionally, City Officers will be available to discuss the proposal afterhours at the Mt Claremont Community Centre on the 21st of January 2025 and the 6th of February 2025 between 4:00pm and 6:00pm. Due to the capacity of the meeting room, appointments are essential to be able to attend this afterhours Community Information Session. Please note this is an informal chance to discuss the proposal with the City’s Planning Officers, and there is no formal presentation.
