Background

At the Ordinary Council Meeting on 10 February 2025, a Notice of Motion was carried for the reinstatement of Local Planning Policy 5.8 Alexander and Philip Road Height Limit (LPP 5.8). The Notice of Motion was considered by City officers who sought to address the Notice of Motion by preparing amendments to Local Planning Policy 5.14 Precincts (LPP 5.14) which would incorporate the policy measures that Council wished to reinstate.

At the April 2025 Ordinary Council Meeting, Council adopted the draft amended LPP 5.14 for the purpose of advertising. The amended LPP 5.14 requires the approval of the Western Australian Planning Commission and will be referred to them concurrently with the advertising of the Policy.



Purpose

The draft amendments affect the R80 coded properties in the Alexander Road sub-precinct of the Waratah Village Precinct. The amendments seek to implement a 10m Deemed-to-Comply building height for Single and Grouped Dwellings and a 10m Acceptable Outcome for Multiple Dwelling building heights.

The policy also makes minor changes to reformat footnotes as a consequence of the height amendment and adds clarification in the Waratah Precinct Desired Future Character Statement. The minor change in the Character Statement specifies that new development on Alexander Road shall provide for a consistent streetscape particularly with regard to height.


What is happening now?

Council adopted the draft amended Local Planning Policy 5.14 - Precincts for the purpose of advertising at their 29 April 2025 Ordinary Council Meeting.

The draft amended LPP will now be advertised for a period of 22 days, from 16 May 2025 - 6 June 2025.

City Officers are available to discuss the proposal during normal business hours over the phone, in person by appointment, or via email. Additionally, City Officers will be available to discuss the proposal afterhours in the City’s Meeting Room (adjacent to Reception) on Monday 26 May 2025 between 4:00pm and 6:00pm. Due to the capacity of the meeting room, appointments are essential to be able to attend this afterhours Community Information Session. Please note this is an informal chance to discuss the proposal with the City’s Planning Officers, and there is no formal presentation.
