Draft Amended Local Planning Policy 7.3 - Consultation of Planning Proposals
Council at its Ordinary Council Meeting on 19 November 2025 endorsed Local Planning Policy 7.3 - Consultation of Planning Proposals for advertising with modifications. This Policy is available as part of the City's Local Planning Documents accessed via the City's website. Copies can also be viewed at the City's Administration Building located at 71 Stirling Highway, Nedlands, WA, 6009.
Local Planning Policy (LPP) 7.3 - Consultation of Planning Proposals has been reviewed as part of the City's periodic review of Local Planning Policies.
The policy was first adopted in September 2019 and has remained largely unchanged since its adoption with only a minor review taking place in August 2025 to introduce registered post for properties sharing a boundary with a site with an active development application. Some further changes were made to align more of the City's advertising requirements with the Planning and Development (Local Planning Schemes) Regulations 2015 (LPS Regulations). Further work has been undertaken by the City's Administration following these minor amendments to make the policy easier to understand for developers and administration as well as more transparent for residents which has since been approved by Council for consent to advertise with some minor modifications introduced by Council at the meeting held on 19 November 2025. The draft Policy is now presented to the community for public comment.

In September 2019 Council resolved to adopt LPP 7.3 - Consultation of Planning Proposals. The Policy provides comprehensive information around the community consultation process and outlines the rights and responsibilities of multiple stakeholders when conducting advertising on planning proposals.
Although the City had commenced a major review of the policy, minor amendments for the policy were approved in August 2025 responding to a Council resolution to allow for registered mail. These changes are proposed to remain in their current form within the current draft policy.
The proposed major amendments, subject to this review, seek to simplify consultation processes at the City, as well as make them more transparent to external stakeholders. The format of the policy has been refined to group provisions into key areas including:
- General policy measures
- Additional Information for non-standard projects
- General advertising requirements
- Information around activities relating to consultation
- Post-consultation follow-up
- Informal consultation
The proposed changes serve to make consultation processes more transparent; however, some statements have been included to control expectations on what the policy can achieve. It expresses that planning assessments are a matter of technical opinion and consultation will only be undertaken on variations that are identified to have a significant potential negative impact on residential amenity. This change seeks to control the content of submissions to be based solely on planning grounds as opposed to issues outside of the City’s control.
The policy amendments are deemed necessary to modernise the policy with contemporary planning matters and legislation, improve the interpretation of the policy as well as create clear guidance on how consultation is implemented.
What is happening now?
Council adopted the draft Local Planning Policy 7.3 - Consultation of Planning Proposals for the purpose of advertising with minor modifications at the Ordinary Council Meeting held on 19 November 2025.
The LPP will now be advertised from 28 November 2025 – 23 January 2026.
City Officers will be available on both 8 December 2025 and 19 January 2026 from 4pm to 6pm in the Council Chambers at 71 Stirling Highway to answer any questions. Please note that there is no presentation at this session. It is an after-hours opportunity to speak with a City Officer about the proposal, and you do not have to attend the entire time. Due to the limited space, it is important that you RSVP to either Information Session 1 or Information Session 2 below.
