Draft Amended Local Planning Policy 3.1 – Landscaping Plans

At it's Ordinary Council Meeting on the 20th of August 2025, Council adopted Local Planning Policy 3.1 - Landscaping Plans. This Policy is available as part of the City's Local Planning Documents accessed via the City's website. Copies can also be viewed at the City's Administration Building located at 71 Stirling Highway, Nedlands, WA, 6009.
Local Planning Policy (LPP) 3.1 Trees and Landscaping has been reviewed as part of the City's periodic review of Local Planning Policies.
Local Planning Policy 3.1: Trees and Landscaping was adopted in June 2016 with the review initiated in response to a Council Notice of Motion seeking greater protection of City owned street tree assets. In conjunction with this review the administration has identified it as an opportunity to amend Local Planning Policy 3.1 :Landscaping Plans, which was due for a periodic review. Significant changes are proposed in relation to setbacks of street trees, non-residential parking requirements and minimum requirements of landscaping plans. To reflect these changes the Policy is proposed to be renamed Local Planning Policy 3.1: Trees and Landscaping.
The draft Policy is now presented to the community for public comment.
Submissions close at 5pm on Friday 10th of October 2025.
In response to the Council’s Notice of Motion on greater street tree protection, officers have identified an opportunity to update Local Planning Policy 3.1: Trees and Landscaping whilst also addressing the interests of Council on street tree protection.
Originally adopted in June 2016 in response to insufficient landscaping plans being submitted to the City, the policy has provided a much-needed framework for minimum standards. However since its adoption, the policy is in need of refining due to a variety of factors including redundant language/formatting, superfluous provisions and references to superseded legislation. Specifically the Policy will be amended to include the following:
- Introducing minimum street tree setbacks;
- Integrating best practice sustainable landscaping for non-residential carparking; and
- Amending existing provisions on the minimum requirements for landscaping plans.
To reflect these changes the Policy is proposed to be renamed Local Planning Policy 3.1: Trees and Landscaping.
What is happening now?
Council endorsed the draft Local Planning Policy 3.1 Landscaping Plans for the purpose of advertising at the Ordinary Council Meeting held on 20th of August 2025.
The LPP will now be advertised for a period of 42 days, from 29th of August – 10th of October 2025.
City Officers will be available on 22nd of September 2025 from 4pm to 6pm in the Council Chambers at 71 Stirling Highway to answer any questions. Please note that there is no presentation at this session. It is an after-hours opportunity to speak with a City Officer about the proposal, and you do not have to attend the entire time. Due to the limited space, it is important that you RSVP below.
