Purpose-Build Student Accommodation (PBSA) 37-43 Stirling Highway Development - Construction Management Plan & Road Closures

The City of Nedlands is seeking feedback from impacted residents on the Construction Management Plan (CMP) for Phase 1 of works at the 37-43 Stirling Highway site.
This CMP has been prepared by the project proponent and outlines how the first stage of construction activity will be managed to reduce impacts on the surrounding community.

The broader development will be delivered across three construction phases. This consultation relates only to the CMP for Phase 1, and separate CMPs will be submitted for Phases 2 and 3 as the project progresses.

Temporary changes to traffic conditions, road access, and pedestrian movements will be required during the construction period of the site. The CMP details how these impacts will be managed to maintain safety and ensure essential access for residents, visitors, and services.

Purpose of the consultation

We are asking the community to review the Phase 1 CMP and provide feedback on the proposed approach to managing:

  • Construction hours, noise, and site activity
  • Pedestrian diversions and safety controls
  • Heavy vehicle access and parking
  • Dust, vibration, and general site impacts

Your input will help the City provide feedback to the project proponent for their attention.

Traffic and access during the construction period

As part of the Construction Management Plan for the development at 37–43 Stirling Highway, the proponent has proposed several temporary traffic and access changes that would apply for the duration of the construction period. These measures are intended to support construction vehicle movements, maintain safety, and manage impacts on surrounding roads and laneways.

The City is seeking feedback from nearby residents and regular road users on two key temporary closures affecting Hibbertia Lane and Williams Road, as well as any broader traffic or parking concerns you may have as construction progresses.
