What is the purpose of the community consultation?

    To seek feedback from local residents, interested community members, user groups and oval users on a proposed upgrade of sports floodlighting at College Park Lower Oval, Nedlands. 

    Where is College Park Lower Oval located?

    College Park Lower Oval is located on the corner of Bay Road and Melvista Avenue, Nedlands. 


    Why is the City proposing to upgrade the sports floodlighting at College Park Lower Oval?

    The current infrastructure does not meet the relevant Australian Standards as the lights emit a lower level of luminance than is required for safe sporting activity.

    Claremont Junior Football Club (CJFC) want to pursue a sports floodlighting upgrade to facilitate evening training and games. Junior female football is growing in popularity and is typically fixtured for Friday evenings, under lights. Currently, CJFC female teams cannot play at College Park because the sports floodlights are not up to standard. 

    What works are being proposed as part of the upgrade?

    The proposed works would involve removing the four existing poles and installing four new poles, up to 35 metres, with LED light fittings.

    The floodlighting would be designed to meet the Australian Standard (AS2560.2.2021) Lighting for Football (All Codes), Club competition and match practice (100 lux) and the Australian Standard for Control of Obtrusive Effects of Outdoor Lighting (AS/NZS 4282.2019).

    What are the benefits?

    Upgraded sports floodlighting would:

    • meet the relevant Australian Standards and emit the safe level of luminance that is required for safe sporting activity.
    • reduce light spill as the luminaires are aimed more directly onto the playing surface
    • Require less maintenance and be more energy efficient 
    • allow for improved time management of lighting i.e. curfew time switches  

    Similar sports floodlighting has been installed at Allen Park Lower Oval, Swanbourne. 

    How would use of the proposed floodlighting be managed?

    The proposed sports floodlighting would be managed by the City in relation to approved bookings made by sporting clubs, schools, community groups and individuals, in accordance with the City’s existing hiring process. 

    When would the works take place?

    If the project is supported by Council and secures grant funding, the works would take place in 2024.

    How would the proposed floodlighting upgrade be funded?

    The City will seek funding support from State Government through the Club Night Lights Funding Program and the balance of funding will be covered by Claremont Junior Football Club. The City will manage project delivery.  

    Who is being engaged on this project?

    The City is engaging directly with the following community stakeholders:

    • Residents and ratepayers within a 200 metre radius of College Park Lower Oval 
    • Representatives from College Park user groups
    • Interested community members

    When is the community consultation period open?

    The community engagement period will be open between Friday 7 July to Friday 28 July 2023.

    What happens next?

     

    The outcomes of the community consultation will be collated and presented to Council in August 2023, along with a Club Night Lights Funding Program grant application, for Council consideration. If endorsed, the grant application will be forwarded to the Department of Local Government, Sport and Cultural Industries for consideration for grant funding.
